Fred is the Area 1 Director for SPEC in the Wage & Investment Division. He is responsible for maintaining an organizational focus on assisting taxpayers in satisfying their tax responsibilities by building and maintaining partnerships with key stakeholders. His geographic area of responsibility includes thirteen states in the north and south east part of the United States (i.e., Maine, Vermont, New Hampshire, New York, Massachusetts, Connecticut, Pennsylvania, New Jersey, Delaware, North and South Carolina, Georgia, and Puerto Rico).

Fred began his IRS career upon discharge from the U.S. Army in 1972. He spent the next ten years as a Revenue Agent, Chief, Examination Classification Section, and Chief, Returns Analysis Branch.

In 1983 he left the IRS and joined the world’s oldest global consulting firm in the following progressive positions: Tax Manager, Tax Director, Assistant Treasurer, Vice President (VP) and Treasurer, and Senior VP of Finance. He has served on many international Boards of Directors. After a 24 year career in the consulting industry, Fred re-joined the IRS in 2007.

Fred is a CPA and holds a BS in Accounting, MS in Taxation, MS in Finance, MBA, MA in International Law and Negotiations (diploma pending foreign language professional proficiency exam), and an Advanced Professional Certificate in Taxation. He and his wife Claudia have two daughters.
